As of June 1, 2025, heatstroke prevention measures in workplaces became mandatory under revised Labor Safety and Health Regulations, with penalties for non-compliance. Furthermore, in March 2026, the Ministry of Health, Labour and Welfare mandated that all workplaces implement heatstroke prevention measures based on the "Guidelines for Preventing Heatstroke at Workplaces" (※1). Despite intensified preventive measures, heatstroke incidents in workplaces in 2025 resulted in a record high of 1,803 fatalities and injuries involving four or more days of absence, including deaths (※2).
