Certain PFAS, including PFOS, PFOA, and PFHxS, are regulated internationally under the Stockholm Convention on Persistent Organic Pollutants (POPs Convention) and are subject to strict restrictions in Japan under the Chemical Substances Control Law, which prohibits their manufacture and import and limits their use. 1. Background and Overview Foam fire extinguishing agents are commonly used to combat oil fires caused by flammable liquids such as gasoline and oil (non-water-soluble) in parking facilities. Conventional foam agents contain PFAS to enhance fire suppression performance. However, due to growing concerns about human health and environmental impacts, global regulations on PFAS-containing products are tightening. In Japan, while existing PFAS-containing foam agents already installed may still be used under specific conditions, concerns are rising about securing alternatives as these systems reach replacement age and ensuring stable future supply. Therefore, developing PFAS-free alternatives has become an urgent priority. To address this challenge, we have developed a PFAS-free foam fire extinguishing agent that achieves both high environmental compatibility and excellent fire suppression performance. This product is effective not only against oil fires caused by flammable liquids such as gasoline and oil (non-water-soluble) but also against ordinary fires involving combustible solids like wood and paper. By introducing this product, we aim to eliminate supply uncertainties associated with existing foam agents, maintain reliable fire suppression capabilities, and contribute to safe a
