Central News Agency (CNA) Changhua, Taiwan - A Changhua City dog owner, identified by the surname He, has been indicted by the Changhua District Prosecutors Office for allegedly abusing his female dog, named "Jiankang," to death and subsequently discarding the animal's body near a pumping station in Shengang Township. The charges are in violation of the Animal Protection Act. The indictment states that He, a 49-year-old man, kept "Jiankang" at his residence. Between mid-December of last year and February 5th of this year, he repeatedly abused and injured the dog by striking it with his bare hands, a chain, and a rope, and by strangling it with the chain. The abuse, which included violent blows to the head during beatings, coupled with a failure to provide proper care, led to "Jiankang's" death due to the loss of vital organ function. On the evening of February 5th, around 9 PM, He drove to a location near the Liugu Pumping Station in Shengang Township, Changhua County, and abandoned "Jiankang's" body. Concerned citizens reported He's alleged abuse and mistreatment of "Jiankang," especially after the dog's sudden disappearance. On March 14th, a body suspected to be "Jiankang" was discovered near the Liugu Pumping Station in Shengang Township, Changhua. The Changhua District Prosecutors Office took charge of the investigation. Prosecutors stated that DNA found on "Jiankang's" sleeping mat matched the DNA from the muscle tissue of the discovered body. These two sets of DNA evidence strongly support that both samples originated from the same canine individual, confirming that the body found near the Liugu Pumping Station was indeed "Jiankang." Prosecutors believe that He violated the Animal Protection Act by failing to provide adequate care for the animal and by intentionally abusing and injuring it, leading to the loss of vital organ function.
