According to regulations, approval requires the consent of half of all legislators. However, the dissenting votes for CEC Vice Chairperson nominee Shen Shu-fei, and CEC committee member nominees Tsai Wei-che and Huang Mou-hsin, have all exceeded 57 votes, leading to their rejection by the Kuomintang (KMT) and Taiwan People's Party (TPP) caucuses. The vote count is still ongoing. The Executive Yuan on April 21 submitted the nominations of Shen Shu-fei, former counselor to the Executive Yuan, lawyer Tsai Wei-che, and Huang Mou-hsin, former deputy minister of Justice, as CEC members to the Legislative Yuan for review. The Legislative Yuan began a roll-call vote on the appointments at 1 p.m. today, with vote counting commencing at 2 p.m. While the counting is still in progress, the number of dissenting votes for all three nominees has surpassed 57, confirming their rejection by the Legislative Yuan. According to Article 29 of the "Act of the Establishment of the Legislative Yuan and its Organic Act," when the Legislative Yuan exercises its appointment confirmation power according to law, it shall, without debate, refer the nominations to the relevant committee for review. Following the review, the plenary session shall vote by roll call.
