Central News Agency (Central News Agency, reporter Zhang Rongxiang, Tainan, July 3) A man surnamed Lian was driving under the influence and rear-ended a motorcycle in Houbi District, Tainan last year, resulting in the death of the motorcyclist, a woman surnamed Li. The Tainan District Court today sentenced him to 8 years and 11 months in prison. The case is subject to appeal. The Tainan District Court's National Judges Division announced its verdict today, sentencing Lian to 8 years and 11 months of imprisonment for driving a motor vehicle with drugs and their metabolites in his urine exceeding the levels announced by the Executive Yuan, thereby causing death. The District Court stated that on April 19 last year, Lian drove after using ketamine and an e-cigarette containing etomidate. While driving south on Provincial Highway 1 in Houbi District, he rear-ended Li's motorcycle in Ding'an Village, causing Li to die at the scene from blunt force trauma to her head, abdomen, and chest. Lian had been caught driving under the influence twice in March last year, with one incident involving an accident. He had also been administratively fined multiple times for using ketamine and was apprehended by police four times for driving under the influence after committing this offense. However, Lian voluntarily called 110 for help after the incident, admitted to being the person responsible for the accident, confessed to using ketamine, and voluntarily accepted the judgment, meeting the criteria for voluntary surrender. Nevertheless, he did not reach a settlement or compensate the victim's family, nor did he receive forgiveness. Therefore, the District Court sentenced him to 8 years and 11 months in prison.
