Central News Agency (CNA) Taipei, June 29 - The Occupational Safety and Health Act's new chapter on workplace bullying prevention, set to take effect in July, has sparked discussion. Civic groups including the Taiwan Association for Human Rights and TTNC Watch stated their full support today, urging the Legislative Yuan to expedite the passage of the 2026 fiscal year central government budget to support the Ministry of Labor's (MOL) promotion of this new chapter. Taiwan Association for Human Rights, TTNC Watch, Taiwan Watch (TTNC), and the Citizen Congress Watch held a press conference at the Legislative Yuan today to voice these demands. Huang Hui-yu, Deputy Secretary-General of Taiwan Association for Human Rights, pointed out that legislation alone cannot solve workplace bullying. The effectiveness of the bullying prevention chapter hinges on the government's determination to implement policies, meaning whether companies can conduct sufficient training and whether the government's external oversight mechanisms have adequate capacity. Huang Hui-yu stated that the government should recognize the difficulty in implementing bullying prevention and should increase publicity, actively promote workplace training, and strengthen labor inspection resources during the initial phase of the new law's implementation to demonstrate the government's commitment to preventing workplace bullying. Shih Yi-hsiang, Senior Researcher at the Taiwan Association for Human Rights, said that the broad workforce is the steadfast support behind Taiwan's current economic prosperity. He called on the MOL to invest resources to ensure the smooth operation of the system after the bullying prevention chapter of the Occupational Safety and Health Act takes effect, and to actively defend legitimate labor rights.
