Four Globe Inc. (Headquarters: Shinagawa-ku, Tokyo; Representative Director: Yusuke Hatano; hereinafter "Four Globe"), which contributes to society by increasing the number of people who can leverage creativity, announced that Takuya Nomiyama, Director, gave a presentation at the "7th Water ICT Information Meeting" held on June 26, 2026, at the Shinjuku NS Building. The Water ICT Information Meeting is a framework established to share and disseminate various operational challenges faced by water utilities, and to receive proposals for new technologies such as ICT held by private companies, in order to promote initiatives for problem-solving. The "7th Water ICT Information Meeting" held this time included presentations of technology proposals by private companies, as well as panel exhibits and opinion exchanges. Presentation Summary In this presentation, Four Globe introduced the concept of cost reduction and improvement of resident services by utilizing LINE notification messages, with the theme of next-generation digital resident touchpoints for water bureaus. LINE notification messages are a system that allows companies and organizations to deliver important and highly convenient notifications to users who have not added the official LINE account as a friend, using their phone number as a key. It is also characterized by its operation being limited to notifications deemed beneficial, not for advertising or promotional purposes. Furthermore, this presentation explained the significance of utilizing LINE, which has a user base of 100 million monthly active users in Japan, equivalent to over 80% of Japan's total population, as a resident touchpoint. In response to challenges in resident communication that assumes paper and mail, such as continuous costs and operational burdens, risks of non-delivery, and difficulty in immediate transmission during emergencies, the presentation proposed a direction for building more accessible and easier-to-operate resident touchpoint
